Andy McLoughlin is the Managing Director of I.T. Transport Limited, with 17 years of experience in the transport sector. He is a Chartered Civil Engineer (CEng) and a Fellow of the Chartered Institute of Highways and Transportation (U.K.). He holds a BSc (Hons) in Geology from the University of Manchester and an MSc in Road Management and Engineering from the University of Birmingham.

Andy McLoughlin is the Managing Director of I.T. Transport Limited, with 17 years of experience in the transport sector. He is a Chartered Civil Engineer (CEng) and a Fellow of the Chartered Institute of Highways and Transportation (U.K.). He holds a BSc (Hons) in Geology from the University of Manchester and an MSc in Road Management and Engineering from the University of Birmingham.
As Managing Director, Andy provides leadership and oversees the company’s strategic direction, with overall responsibility for organisational performance and operations management. His project delivery work is focused on collaborating with governments and their agencies in emerging economies, particularly in sub-Saharan Africa, the Caribbean, and Latin America. These projects involve partnerships with multilateral development banks and bilateral donors such as the FCDO (UK). Andy’s expertise spans various transport-related disciplines, including asset management, transport planning, civil engineering, road safety, capacity building, and institutional reform in the transport sector.
Andy’s primary interest lies in road safety, particularly in developing countries. He has served as Team Leader on multiple international projects, including in East, Southern, and West Africa. In Uganda, he conducted five concurrent road safety audits, and in Liberia, he carried out a Road Safety Capacity Assessment for the Ministry of Transport and authored the National Road Safety Action Plan (2018-2028), a long-term strategy for improving road safety in the country. He also led ITT’s 5,000 kilometers of road inventory collection and condition data between 2018 and 2021.
Currently, Andy is leading ITT’s road safety projects in the Caribbean, Ethiopia, and Mozambique, where he works closely with the challenges of improving road safety at both network and project levels. His extensive experience includes the development and management of projects from inception to completion, as well as conducting and supervising global transport research studies.
